What is a Feasibility Study?
A Feasibility Study is undertaken in the early stages of a project when the project is large or complex, or when there is prevalent doubt or controversy regarding the project. In project where an Environmental Impact Statement is required, it is generally taken that this will be produced as part of a Feasibility Study.
The purpose of a Feasibility Study is to:
During the development of a Feasibility Study, various stakeholders, statutory authorities and other third parties may be consulted.
The assessment and development of a Feasibility Study should be carried out such that the client can choose whether or not to continue to the next stage of the project.
It is important that all information that is developed during the Feasibility Study, or obtained during this development, should be organised in such a way as to be readily accessible and in a method that is consistent with long term project management requirements.
The purpose of a Feasibility Study is to:
- Define the viability of a project
- Further develop conceptual designs to ascertain feasibility of the options as well as to enable preliminary costing
- Allow the development of project documentation such as the Quality Management System manual and the Environmental Impact Statement
- Define any required planning permissions
- Develop a budget in accordance with client requirements
- Assess any potential re-use of existing facilities or materials
- Assess any site information provided by client
- Perform preliminary site inspections
- Perform any site appraisals such as geotechnical investigations
- Develop a Project Program
- Options in terms of procurement
